As regards the suggestion, in Foreign Office letter No. F.7760/48/10 of the 20th of December, that copies of the Report of the Committee appointed by the Governor of Hong Kong to consider the question of
Kui-tsai in that Colony, should be transmitted to the
Slavery Committee, I am to way that Mr. Thomas would
prefer to postpone taking this action until the
Governor's observations on the conclusions of the
Committee have been received.
